Need help for my eroding slope

Hi there,

I live above a hill where the slope could slide down if the problem is not fixed. Down the hill below mine is a new owner. Previous owners never ever water half of the hill which is suppose to be their part. The slope is planted with honey suckle a good invasive ground cover. This new owner like those before him never water the now bare 1/3 part of the hill. Recentley this owner let a lot of new trees to grow 40 to 50 ft high. They were not planted, just came out from nowhere. These trees now drop tons of leaves and obscure the sunlight killing the ground cover. Because I am on the eastside, the branches are now inside my property. Can anybody help me find a good ground cover that can survive this situation? Or anything I can do to prevent erosion of the upper hill? I am in zone 9, Los Angeles. HE WILL NOT DO ANYTHING TO HELP.
