Trying a hybrid lasagna garden. Need some thoughts

So I have an area in the back of my yard that has horrible grass, bare spots and generally weedy and lumpy. So I had an idea to turn it into a perennial bed. I want to vet it with you:

Step 1: use topsoil to even out the lumps. Not much. Maybe an inch or so, just to make it a little flatter in areas

Step 2: Use 3 layers of newspaper or cardboard and outline the area that I want to become a perennial bed.

Step 3: 3 inches of compost

Step 4: 6 inches of leaves

Step 5: 3 inches of compost

Will this turn into a decent lasagna bed? I don't have any nitrogen rich things to add, but I have a TON of compost. Or, should I:
