Fixing potted roots, or when is a potted tree a potted tree

I started a thread on fixing the root ball after the fact of planting --- I read you can plant potted at any time, though spring and fall are better depending on species. But since so many containerized trees have root problems, doesn't the root shock of surgery correction and exposing them make them bare root trees? I wanted to plant other potted trees late spring after dormancy but perhaps fixing the roots puts them in jeopardy. Anyway ken recommended fall in the other thread. With the complications what makes sense to me now is just buying small trees that haven't been corrupted and are easy fixes or just going with straight bare roots. I mean, why bother with older containerized trees at all when they are so often a problem at most nurseries?
