?? re: Growing Sweet William

I bought 3 Sooty Sweet William last year. I realize they are a biennial plant. Last summer they grew well but no flowers so I assume they will flower this year and set seed. Right now there is a lot of dead vegetation with some green underneath. Our growing season is just beginning so I'm wondering if I should just leave everything for a while or should I trim everything back. Thanks to anyone who can help me.
