Possible cactus rot?

Recently, I bought three Parodia Warasii from a local Walmart. When I
bought them, I noticed that the soil was very moist. About a week after I
bought them, I decided to repot these cacti. So, I separated the
three Parodias and decided to repot them in separate pots. While separating the cacti, I noticed that the soil they were in was still moist. I also noticed that the base of each of them was
discolored, and very soft. None of the other cacti I was transplanting have
this problem. Is this possibly a sign that each cactus is rotting, due
to them being watered too much?
