What to plant as living fence along top of slope?

We are in the planning stages of a backyard landscaping project. Our backyard goes out about 20 feet, then goes down about 10-12 feet of steep slope. We are going to terrace the slope with three or so levels to use for gardening.

My question is: what would be good along the top edge to keep people from going off the deep end? Sort of like a living fence. I was thinking of planting bushy, perennial herbs like lavender and rosemary, but the length is easily 50ft and I think some variety would be better.

I want to avoid putting up a small fence, I just don't think it would look appealing. Edible, perennial plants that grow 2-3ft high would be ideal. I might get a few half barrels to space out along the top edge for variation.

Any other ideas? I live in the rainy Pacific Northwest. Our slope is south-facing and gets full sun in spring/summer.
