Newbie to coir lined wire basket container: soil to be used?

I'm about to try my luck in a week or so planting my first coir-lined wire basket. I've had glazed ceramic pots with hostas and heucheras do fine, but now I want to try my hand with an adorable wire basket with a wire cat face on top. I obtained a thin coir liner to fit. Should I line the coir with punctured plastic? What soil should I use? I want to plant portulaca to drape gracefully (the basket will be on a 15" tripod in my garden) and some compatible upright-growing annual with it that doesn't exceed 5" so it won't obscure the cat face. Thanks for any help here.
