Sweet potato slip question

I started these slips on 3/29/15, and as can be seen, I cut one in half and the other I kept it whole. I have never done this before, so I googled the process and found that it can be done both ways, cut or whole. So to experiment which does better or whether it even matters, I tried both. This picture was taken today and as can be seen the slips from the whole potato are quite tall, about 18 inches, while those from the cut ones are stocky and about 5-6 inches tall. There are lots of root in the whole potato, whereas there is almost none in the cutup ones. However the slips on the cut potato looks quite healthy to me. I was wondering why there is such a difference. The both received identical lights.

Another question, what should I do next with these? Are they ready to cut and put in water as individual stems?
