I think E. corollata is probably it, there is a lot of this plant growing in this area and I have photographed it often but in apparent later stages of growth; I think the unusual appearance of the flower and the overall shape of the plant is what threw me off but looking at some of my other E. corollata photos at the base of the plant, the leaf shape and habit seem to match this. I may try to confirm this later this spring and see if I can find some more plants in the same stage of growth. Thanks all.

I see photo - looks like a sempervivum, commonly known as Hens & chicks. Out of the glass container and into well draining soil mix will help a lot, also lots more light. What you think is a 'growth' is actually etiolation - this plant is wanting much more light. It is very hardy and should be grown (and overwinter) outdoors. Could be planted in ground or in containers. These are monocarpic plants - once the rosette bloom, it will die. In the meantime, it will produce 'chicks' - young plants to replace itself (yours is already growing some). It will not grow that well in what you have it in... Btw, Harry (hablu) that posted above, grows many beautiful semps...:)
