Disposing of RRD infected canes

My son and I were pruning our roses and discovered 3 more RRD infected bushes. Normally, all prunings are hauled (or bagged and picked up) to the county landfill where they are dumped into a giant pile of branches that gets ground up. People then get truckloads of free mixed woods mulch. I don't know what to do with these canes. Is it only live canes that are the source of the RRD virus? I can't think what else to do if they harbor the virus even when dead. We aren't allowed to burn within city limits.
