Row cover exclude mice/birds?

I am having terrible luck with Brassicas. Even in my fenced garden last year, some critter ate all my broccoli seedlings, a few times I tried and they were eaten. This year I am hardening off broccoli in a tray on the porch, my wife turns her back for a few minutes, and something eats 2 plants and nibbles on a 3rd. I'm guessing a small rodent or a bird.

I'm determined to have some success with these nice looking broccoli seedlings I have grown. Do you think a row cover would be sufficient, or do I need to take further steps? Excluding any way into the entire garden for mice/rats is probably not realistic.
