Kickplate on side door where cement floor is uneven- help please.

I
need to do "exclusion work" to keep rats out of my garage.


I'm
not sure of the best way to fix the space under the side door in my
garage that goes to the outside because the garage floor is uneven.


From
the outside with the door closed the bottom of the door at the hinge
side is 3/4" off the cement floor and the handle side is 1 1/8"
from the cement floor.


When
the garage door is opened into the garage at the hinge side it is
1/2" off the cement and tapers quickly so that by 10" in
towards the handle it is perfect at about 1/16th of an inch off the
cement floor.


There
is a 1" step down to the cement going outside.


What
I was using was a strip along the bottom that could be pushed in from
the outside. I'm advised to get something the rat cannot push in.


I would appreciate any ideas on how to best fix this.
