You don't prune anything here. Continue to tie each whip down close to the wire. Bend the whips and tie them close to the wire.

Once water-shoots start growing vertically you let them grow enough and when long enough bend them backwards to the next appropriate wire.

Thanks Mike - I did see the site, but I was a bit confused b/c most of the advice I got when planting one year whips is to prune them back since the root structure was likely damaged during transplant (and in fact one of my trees appears to not have much in the way of roots at all) and this allows the roots to support the tree...

Pruning the whips is only needed when growing them as a traditional tree.

Should have said "heading" new whips. And it is for the purpose of enticing new branching so the tree can be trained to our desires.

I never paid much attention to the "root structure" argument because it became moot as I was heading for my own reason ( branching) and if it took care of the "root structure" issue, it was a side benefit.
