When seeds go bad

I've been starting plants indoors over winter for several years now. Admittedly, I use seed packets from previous years. The majority of the time, I have had no issues with germination.

Recently, I started wave petunias with pelletized seed that I bought last year. The plants did wonderfully last time. I had some seeds left this year, so I used those.

Things are not going well. Of the 4 planted, only one sprouted. The seedling was very wimpy looking. Today, it is dead. Last year, these seeds germinated within a week. I am on week 3 now with no germination.

Does pelletized seed go bad more quickly than regular? Or, perhaps petunia seeds in general are not long-lived?
