Indoor tomato starts

Hi, this will be my 4th garden this year....I haven't had the best luck...I think this will be the year...this time I want to keep my tomato starts indoor longer than I have. I usually set them out when their true leaves are there and about 2-3 inch tall. I don't have the best warm spot or a ton of light during the February...April months. I have a small hanging lamp this year that uses up to 75 watts....my question...
How long can I keep my tomatoes inside...should I directly sow in larger peat pots in order to give them space or will they be ok in the small starter pots?
I'd like to get them as strong as possible.
Any recommendation on a good light that would be ok in a 75 watt max fixture?
