making plans for starting tomatoes..cold frame/or indoors?

My last frost date is in May. The last few yrs I have started my plants in my kitchen window. I want to put out more this yr tho. I have read about using cold frames to grow cool season veggies early, and this morning for starting things early. I understand the plants will still need to be germinated inside due to temps.
I have all the makings of a cold frame...cement blocks, wood, old double pane windows etc. I have also read about using chrismtas lights inside to keep it warmer.
Would I be better off grwoing tomatoes inside under lights before planting out after frost date, r doing so in a cold frame. seems like a simple cold frame may be more work, monitoring inside temp, venting, watering etc.
Any thoughts or dieas on the matter? Cause i really dont
understand fully how a cold frame is used.
