Hardening off tomatoes, cold frames

When do you all start hardening your tomatoes to the outdoors in the Seattle area? I read that the last frost for this zone is around the end of March, so I was thinking mid April, but I've invested a lot of energy in these little seedlings (I'm pretty new to growing from seed) and I want to eliminate guesswork as much as possible.

I have a homemade cold frame (plywood and old window sash, not terribly draft proof) but I'm not at all experienced with it, so I'm not sure using it would be the best idea unless someone can make it really simple. Last year I killed a batch of tomato seedlings moving them out to that cold frame and not shading them.
