Don't use CCleaner :-)

From Internet Explorer's toolbar choose Tools, Internet Options and go to the Browsing History. Click Delete, then select or de-select Temorary Internet Files, Cookies and History. After this completes, you can place a check next to Delete Browsing History on exit and be done with it.

NOTE: Deleting Cookies will cause you to need to log into websites that require a login.

What you should know about temp files or cache: Each time that you visit a website, you accumulate new temp files, they are basically used for saving or caching images and websites so that they load faster with a slow connection. The problem with them is when you have too many, or if one becomes corrupt, you may not be able to effectively browse.

In CC you can easily configure which cookies you do not wish to remove.

If you do select "Delete Browsing History on Exit" the outcome will be just that. You will never be able to locate a previously visited site using your History.

Without knowing what your exact concern is I am just wondering if you might be over thinking something.

Your suggestion was the first thing I tried.
The files that are returning (today) are related to Gardenweb ...dozens
And at least a hundred files that when opened are notepad
containing coding.

If it matters all files have the laptop administrators name next to them.

Where are you seeing these reappearing Temp Internet Files?

Let's try this for moment just to see what happens.

Is GW your homepage? If so, change the homepage to something else. If not, just close IE and continue.

Open CC. In the appearing interface under the Windows tab is an entry for IE. Have you changed any of the settings? By default the current version has the top six pre-checked. Run CC as you are normally comfortable in doing so.

Open IE, but DO NOT go to GW. Go any other place you wish. Close IE and go to wherever you are seeing the reappearing files. Results?

You're chasing a problem that doesn't exist.

The various bits and pieces -- .html files, cookies, images, etc. -- of every web page you view are by design saved in the temporary file cache of your browser.

Every time you delete the files and open your browser again, files will appear there again. There's no way to stop it, other than perhaps by setting your browser cache size to 0/zero but that will have a large adverse impact on performance.

I'm a little curious though. Specifically as to the comment, "After deleting my Temp Internet File they re appear AS SOON as i open my browser."

It's kind of like some information is missing.

If meaning filename.txt, those are saved login/cookies/forms that you've told the browser to save. Even when you tell the browser to clean temp files including cookies it will save the ones you told it to save. CCleaner should ignore those too.

Those files take up so little space that it's not worth worrying about.
