building costs vs day-to-day costs

Regarding the plan: in trying to reduce the square footage on the main level (to lower the building costs), we moved my husband's office to the walkout basement. However, if not for the office, the walkout would barely get used - the guest rooms and storage would be down there and that's about it - so it could be closed off and barely heated most of the time.

From an energy/efficiency standpoint, would it be better to add the 200-300 sq ft back into the main floor so that we aren't having to heat (even a portion of) the basement on a regular basis?
