I hate peat pellets

A couple of years ago I found and planted a Daphne hybrid which I'd been looking for for a while. It hasn't done great, weak and prone to rust. Today I noticed that some #%%$#@$# magpie or squirrel had been having a good dig at the base and exposed one of those peat pellets that everyone claims are so great for starting seed. If they're so great, why is it still there after at least 5 years trapping roots on an expensive shrub? It took quite a lot of effort to rip it off. Fingers crossed the plant will do a little better now. If nothing else, it won't now die of girdling as soon as it puts on a decent amount of growth :)
