Biting insect: identification?

Good morning!

Can anyone help identify this beastie? It is about 2 to 3 mm long, winged and is black and white or yellow. The bites are painless at the time, but swell rapidly (4 - 6 cm diameter raised and inflamed bump) and the swelling persists about 4 days. The bite site often weeps after a day or so. In the summer the insect is active at dusk, but on Sunday I was bitten twice about midday in warmish, humid conditions. I would dearly love to be able to garden without slathering myself in repellent or wearing long sleeves and trousers! I live in Bristol.
