Rhododendron that doesn't flower

I have a variegated rhododendron that I bought 3 years ago. It flowered the first year, but it hasn't flowered for the past 2 years. The plant has grown to the point of taking up a large space on my terrace, but no sign of flowers. It produced a single flower this year. It's in a shady and sheltered spot in a good size container. Whenever the plant seems to be growing buds, they then shrivel up, go dark brown and then snap off despite my regular watering (and the rest of the plant looking healthy). What can I do?

I would also like some of my terrace back! Can I cut it back now? And is there anything in particular I need to bear in mind?
