Balcony garden losing battle with pests

Our balcony garden is inundated with aphids and thrips.

We have a north facing balcony on the 14th floor in the city centre. We are trying to grow oregano, thyme, basil, mint, chives, chilli, rosemary and parsley. We also have a (sick looking) lemon tree.

Our problem is with pests. We have had a bad aphid problem for a while now and then today we discovered what we think are thrips on the chives.

When we see aphids we spray with eco oil. We also try to keep the affected plants away from the others but the balcony is small.

We never seem to be able to manage the problem, there is always an aphid infestation on at least one plant (at the moment on at least 5).

Does anyone have any suggestions on how to beat this problem?
