Speaking for myself, I hesitate to diagnose your 'bug' without a better image. All I can see is blurry spots. Any chance of an improved (in focus) picture? Also, your observation (and reporting) of their behavior can be helpful: do they move, fly, jump, or are they stationary?

Those critters are beneficial but they are true bugs and can give you a mean bite. I wouldn't want them inside if you have inside citrus but I leave them alone outside. They prey on other bugs and worms so they can lend you a helping hand. The caveat is they are pretty non-discriminant and I have seen them eating ladybug larvae which are really great to have around. Ladybug larvae eat aphids like candy!

Thank you for the replies. So I posted on the FB insect ID group and got plenty of responses. I have come to the conclusion that they are Phorid Fly Pupae. They look exactly like that when I compared the pictures online. Here is the close up... It's somewhat dehydrated I guess because it's been dead for a while. I figured that insecticidal soap would be the treatment, but due to color didn't know what they were. My question here is more about what than how to treat, unless they were some odd bug that needed something more. Yesterday I hit them with a strong, fine mist spray and knocked 95% off, and then more soap later in the day. I did learn from the roses you really don't want to spray the sauce if the sun will be on the plants. What was funny, and a bit horrifying is, I knocked most of them off and a few hours later when it was time to get soapy, they had already begin to multiply. Tribbles of the insect world for sure.
