Repair or replace storm damaged trees?

A creek at the bottom of the garden flooded in recent rains (again) and debris has smashed and covered some young trees & shrubs. Most remain covered with debris so the extent of destruction won't be known until that we clear that over the weekend. However I did rake away a little last night and my red flowering gum (4-5 years old so still small) has broken branches. all breaks are above the graft and some branches remain partially 'connected' to the main trunk - such as it was. Might it work to tape the branches or am I better to cut and re-start or should I simply remove the tree and start again? I have been working on the basis that it was slow growing as roots were being established and they're all OK and intact. advice appreciated.
