You could try protecting the "good" grass surrounding the clumps by wrappinig some plastic around the base of the stuff you're trying to kill and then spraying it. With Glyphosate all you need to do is mist down the foliage which will then carry the herbicide to the roots and kill it. I've found mixing in a little dish detergent with the glyphosate helps it stick to the leaves better. You're still going to end up with a bare spot where the weed was. When did you reseed the lawn (time of year)? And what type of seed did you put out?

If the mother plant is still alive and viable on your neighbor's property, then it will be an ongoing battle. As noted, this vine will produce root suckers at some distance and can continue to do so even after the original or mother plant has been removed. After the removal of the vine in my old garden, it took a good 5 years before no more root suckers popped up. Remove the original plant and diligently remove any suckering top growth as soo as it appears either manually or with a strong brush killer. Keep on top of it.....it can be conquered. But it is not a fast or easy process.

I've had two experiences with american wisteria. 1) It doesn't grow, sits there for years like a lump THEN 2) Finally having established it's place after perhaps seven years, it starts coming out of the ground everywhere. The experience I have not had (and it mystifies the grower (friend of mine)) is 3) beautiful blooms in abundance. Perhaps if I hadn't sold the property shortly after #2? I planted one shortly after I moved here (11 years ago), and it's still a lump. My yard (both present and previous) is very moist, it should be right at home. Which 'native' clematis is that ? I suspect you're actually talking about the japanese Clematis terniflora with the white fall flowers often called Sweet Autumn clematis (and which smells like cat pee to me). Though it's entirely possible SOME NA native clematis which I have not experienced is aggressive. Though that foliage doesn't look like SAC, which is usually shiny (to me)?
