Jan, none natives you could use some of the new hydrangeas, some nice new smaller varietys. Azalea & rhodos,

I enquired about this in the past and was told it would require a third track. Thinking about that, where would the cord to operate the third track be located? Both left and right sides are already occupied. Cords can’t be too close or they’d tangle together, hence why they’re on the left and right. A third track might need to operate differently, perhaps similarity to how a top down bottom up Venetian operates with its tilting of the louvres. Perhaps this could happen with powered only blinds that didn’t have cords

Most companies offer sheer, opaque and room darkening options. They should have sample so you can see how much view is blocked. I have opaque and room darkening cellular/honeycomb shades from Hunter Douglas. The opaque ones allow light through, but you can't see through them, day or night.

Can flat Roman shades be changed to relaxed Roman shades?

No they can't. Relaxed Romans require deeper folds and don't follow the same rules. The only way this could be possible is if you've ordered a very narrow width, but even then you're at the mercy of how the fabric drapes (or doesn't).

Native Gardenias will flower in shade and they have a lovely scent as well. Ajuga loves shade and is a low growing groundcover that has a blue flower in spring I recall. I believe there is also a native Ajuga.

Eupatorium megalophyllum, also known as giant ageratum is an exotic but loves the shade and has huge purple flowers in Spring. It is dead easy to grow. Eranthemum will grow in shade and flowers for quite a while in spring.
