mealy bugs & tomatoes?

We are new to gardening. This year the tomato plants didn't seem to do well (probably irregular watering. They also seemed to have fruitfly like larvae and the leaves went brown.) No matter I'm learning... but when I pulled the plants up I noticed some white fluff nestled among the roots which fell into the soil like tiny white eggs. I read that mealy bugs can infest the roots of tomatoes, but since I've cleared the whole garden bed do I need to spray the soil before preparing it for my next planting of vegetables?
