What do you have to offer in exchange?

It should weep again after it grows back. It is a tree that might need unique pruning. I had one 10 years back and remember it weeping nicely but don't really remember how or when I pruned it.

I would say this isn't a discharge situation as it is rain that would normally come from the higher neighbor onto your property. The wall and drain holes do direct the water to specific points but the water would come onto your property if there was no wall in any case. Ideally, the drain holes would be placed in an area where it would be directed to your drainage and not to your crawl space entrance but it seems like what's done is done. If you block the drain holes, you do not keep the water on their property. Water goes downhill. What would happen is that either the water would build up and go over the wall or build up and cause the wall to crack. Your best bet is to redirect the water from the drain holes around your crawl space entrance.
