Sydney Sandstone Garden Bed Prep

Hi All,

I'm based in Sydney. My garden beds are primarily excavated sandstone and rubble (rocks, bricks, concrete). The topsoil is sandy and rocky with a pH of 8-8.5. The picture shows whats's left after the rubble is mostly removed. The beds are empty and there's virtually no worms in it. I can add no more than 6 inches of new material.

How's this plan:
1) Loosen the top 8 inches, removing rubble to maintain height.
2) Mix in elemental sulfur to drop it by 2 pH units, then wait a month.
3) Mix in compost
4) Add 4 inches of new garden soil then 2 inches of mulch.
