can this garden be done?

we have just made an area out the back, its got two tiers, the soil is all clay and rocks, we are planning on putting 6inch of topsoil on it, we are planning to grow peas, beans, cauliflower, brocoli, lettuce, cabbage, silverbeet, pumpkins, possibly cucumbers, passionfruit, kiwi fruit, different cane berries depending if we can grow them in our sub-tropical climate, i just want to know will 6inch of top soil be enough to grow what we want to and if there is anything else we need to do, also this is my dads plan, i think we will need more topsoil for some of the things we want to grow as our soil here is pathetic
