Katydids. This time of year they look like deiicate green grasshoppers but without wings.

Ohhh sorry lol that was dumb answer. I assumed the post meant flower buds and missed the zone factor. My leaf buds gets zapped almost every year since our temps fluctuate so much during late winter. I do not worry about leafbuds or new foliage ever, the plant will make new ones when the temps are right again. If you do happen to get down to the mid to low te ties after having flower buds I would recommend protecting if posible to just removing them and letting the plant make new ones (if not dealing with a once bloomer). We were in the low 20s for a 3 days and many of my buds looked ok only to open as ugly malformed blooms.

Brace yourself if it is confirmed to be Rose Midge Fly damage. InIn my neck of the woods it is rampant. Only recourse is insecticide....no organic method is yet known. Moses
