Mandarin Tree

Hi,
I have a young mandarin tree, probably about five years old now. It has been bearing fruit for quite awhile but through lack of water, re Climate, the fruit hasn't grown very large. But, my query is, how soon does the fruit begin to go yellow/orange. The tree is now fully covered with new fruit which is still small but is changing colour. Is this normal. The fruit is about the size of a large marble. Are they ripening too soon.
