What in the world is going on at CitiBank!

I have a balance on a credit card left from when I was ill several years ago, and am still paying it off. It's on a card with a promotional rate of 0% until July 1, so I wanted to transfer the balance to another 0% card offer. I had a lot to choose from, and chose CitiBank, allowing several other offers to expire.

When I called CitiBank to accept the offer, they informed me that they had cancelled it. I went through three levels of supervisors and couldn't figure out why - I have excellent credit and no history of late payments.

I asked them why they never wrote (or emailed, or put a message in my online account) to tell me that the offer was cancelled, and all they said was, "We are not legally required to do that." It annoyed me, because I let other offers go to accept the CitiBank offer.

A few days later, I got a customer satisfaction survey regarding this call, and I filled it out and expressed my displeasure. (It may be legal to renege on the offer without letting me know, but I think it's unethical.)

So, what do I get in my email today? Another offer from CitiBank for 0% interest, on the same card! I have already accepted an offer from a different company, but I called them anyway, just to see whether the offer was valid, and again they said it had been cancelled.

I asked them again why they didn't contact me, and they said, "Oh, we've recalled thousands of offers, and we really can't contact everyone." Hmmm??? You *have* my email address, because I'm signed up and this offer even came by email, so what's so hard about another bulk email?

Not that they care about my little piece of business, but this whole scenario has soured me on doing business with them again.
