noise reduction in a rental?

A friend of mine just moved into a new rental where she has some trouble with noise in the bedroom from the next apartment. It's not horrible--they're older people with hearing trouble who have their tv in that room, but it's still something of a problem.

Since she doesn't own it she obviously can't do something like an acoustic channel. I suppose the easiest thing would be to hang heavy curtains on that wall, preferably over some kind of batting, and maybe replace the electrical outlet with a fully enclosed one.

Does anyone have any suggestions for what the best kind of batting would be? There are so many different kinds of noise-reduction material now, and neither of us has a good idea of which is preferable.

Or any other better ideas?
