NM on bottom of basement joists

We have a discussion in my local area about Article 334.15(C). In a basement with suspended ceiling, adding NM cable above that ceiling, according to one side of the argument, could be done by stapling the cable to the bottom of the joists. The other side says that this is "Exposed Work" per the title of 334.15 since the panels of the ceiling are "easily removable". But the argument also goes that this is a finished basement and 334.15 does not apply. Then the argument is that no section mentions finished basements. For the moment, I will not reveal my position on this. I know we have a few here who really do read the code and deal with inspectors regularly. Give us your take on this.
