Creating 'Wainscot' look over textured walls?

I have textured plaster walls in my dining room below the chair rail, with smooth walls above. I'm dying to create the look of wainscoting, but I'm not sure how to achieve it short of ripping out all of the existing trimwork and redoing the walls completely.

The texture of the plaster is rougher than "orange peel". I think of it almost as a random starburst pattern. I think it is achieved by making peaks in the wet plaster with a sponge and then "knocking" them down with a trowel.

Any ideas of how I could smooth these out? Would a sheet of wood veneer be too thin and telegraph the wall texture through it? Would it look silly to simply paint the lower wall white along with the trim, leaving the texture? What would you do?
