Double pole breaker for shared neutral

While working on what I thought was a simple circuit, I discovered that it was actually a shared neutral situation. The breakers in the panel are on different phases, but they are not next to each other (about 5 slots apart).

Since I'm working on this circuit, I am thinking that I should put the two circuits next to each other in the panel (the red and black wires) and use a double pole breaker. I don't think that is technically necessary, but wouldn't it be "safer". If someone (like me) was working on an outlet somewhere and only saw the black and white wires in the box (the red wire was split off earlier in the run) then wouldn't it be dangerous if only one of the breakers was turned off?
