Sub Panel?

I have an apt. bldg. where the services have been upgraded to 100amp breaker panels in the cellar. The apts. are wired with knob and tube. The apts need rewiring, but I hate to run everything down into the cellar into the new panel. The breaker panel should be in the apt. where a renter has access to it.

I was thining of leaving the new panel in the basement and leave the elect. hot water tank on a breaker in this panel and then running a 100amp subpanel into the apt. I know it has to be 4 wire in the subpanel, but the question is, how would I make connections in the existing, cellar panel? I don't believe that many companies manufacture a snap in 100 amp. breaker.
