I replaced an existing track light with incandesant bulbs(that worked) with one with halogen bulbs. I can't get the new track to work. I pulled it back off, hooked it up to an outlet (end cap with a cord) and it worked fine. Put it back on the box connection, checked that there was current at the connection (there was) and it still didn't work. Pulled the dimmer switch it was on and just connected those wires together, still nothing. Finally, with the track just hanging from the connector in the box, I used a voltage tester (the kind that just beeps & lights up it there is juice) and it chirped away no mater where I touched it on the track, wires etc. However, when I touched the track, it stopped. Have no Idea what's going on but I'm stumped. Please Help
