Dumb question about cost of ungroundedness and energy loss

Hello, I posted here a week ago about an ungrounded washing machine that gives a slight shock / buzz when I have one hand on it and one hand in the sink.

So I'm having the damaged plug that's missing the ground prong replaced with new.

Anyways so I got to wondering about this shock / buzz. It happens even when the machine is off (and when I'm in contact with water). I am guessing there is an energy loss in effect that I am basically passing on. But is this energy loss also going on when I am not touching the device? Basically, is my meter charging me for this ungrounded condition?
