Around here, the first step would be to call the power company on the phone. If you think your meter is wrong, they will check it at the meter shop- "free" if it is wrong, about $150 if not. Of course almost no meters are wrong, since modern watthour meters are well made and the meter shop's primary customer is (guess who) the power/water co.

You would probably be better off to use the time you will waste in complaining to get a part time job, or make energy efficent improvements to your home.

My cost of power went from around 8 cents per kilowatt hour up to 13¢ about a year or so ago.
Was a sudden shocker on the heating bill at the end of last winter to suddenly go from $100 typical almost no heat winter month to a $300 bill because of electric heat and a cold snap just before summer started.

That's when I did the math, and spent about a grand on insulation and stuff. Now this winter highest electric heat has been $125 though this datona 500 weekend is gonna be cold, so next bill might be a tad higher.

Look at your utility bill to see what the per kilowatt hour charge is and if you keep old bills, what it was before. I happen to live in the Dallas/Ft.Worth area where the average cost is around 14 cents so if you use 2000 kh, the bill would be $280. Moral; see how many kwh you are using and what the per kwh is. Also, many utility companies will do usage inspections and give you suggestions on how to save on your bill.

First thing you need to do is check what the cost per KWH is on your bill and compare it to the cost per KWH when your bill was lower.

Take an inventory of what in your house uses electricity.

do you have electric heat? what is the thermostat set at? Turn it down at night to save money.

Do you have an electric water heater? Is it set for a temperature of 120 degF?

Do you use CFL light bulbs? If you have regular incandesent lights turned on all the time it will consume more electricity.

Do you have tv's cable boxes and AC adaptors plugged into the wall all the time? These waste electricity even when the device they power is turned off.

Do you dry your clothes with electric dryer? You can save electricity if you don't overload the dryer.

Do you have a well pump? Are you using a lot of water? Get a low water usage washing machine.

Do you have an old refrigerator and freezer? New Energy Star appliances save enough electricty to make a big difference in your bill.

That is just a few of the things you can do to conserve electricity.

Do a google search on conserving electricity and you will find plenty more ways to save.

Have ductwork sealed with mastic inside at registers and
outside at joints in plenum, attic and sheetrock. You can lose up
wards of a third of your AC and Heat from leaks in your
HVAC. Add insulation to the attic. Replace old windows.
Weather strip all doors, windows, switches and outlets.

This only matters if the ductwork is in unconditioned space.
'Losses' inside the insulation envelope are not actually losses at all.
