Help refinishing dresser

Hello,
I am not sure if this is the best forum to post this on, but I am in need of help trying to "refinish" a dresser for my bedroom. It is wood veneer, and I was planning to restain in black using Minwax Polyshades. There is either a rubber or wax "bumper" on the edge of the dresser that I am not sure how to deal with. I do not think that either staining or painting that black is an option. Does anyone know any way to cover this up in black that would work?

One thing that I am thinking of that may work is to remove the "bumper" and replace with wood edge banding before staining. If that is what is necessary, I do not know how I would remove the "bumper" prior to installing the banding. I have also never worked with that before, so if that seems like the only option, any advice for working with that would be helpful also. thank you!
