Couple general wiring Q's

1) What determines the difference between running conduit for protection vs a conduit system? I believe I read in a post in here somewhere that NM can be run in a conduit if it's for physical protection, but not in a conduit system? Among other things, I want to run some 12-2 from an unfinished basement, through 2 closets which sit on top of each other, and then out into the rooms (bedrooms) for Wiremold outlets. Can I use NM for this, or does it have to be THHN from the basement on up? Also for running the wire across the basement joists to the panel - it'd be much easier (I think?) to run the wire in a conduit rather than installing running boards or drilling a slew of holes. To me, any conduits in these cases are all for protection, but I don't know what constitutes a "system".

2) Can I run WM raceway along or on top of a baseboard behind a HW radiator? If so, does it matter if it's the metal or plastic conduit? Can wiring be run behind a radiator at all??

Thanks! I do have the NEC 2005 on it's way, but it's not here yet.
