my blended family is falling apart

Any advice would be helpful. I have been with my husband for 2 years now. He has a 16 year old son from his previous marriage and I have a 9 year old son from mine. My husband got custody of his son 6 months prior to us marrying. In the beginning everything was great as I'm sure it always is. We all got along. Although my stepson had issues with lying and being a typical teen from the start it wasn't a huge problem. We worked as a team, my husband and I to disciplin him. However, now, he is 16, everything is a lie, he has zero friends because of that. All he is concerned about is girls and clothes-typical teen, I know. He is home all of the time because he can't make friends. He lies to them about where he comes from and how much this or that costs and they don't like being around him. He has made up countless storied about me calling him names and having the police over to break up a fight, which has never happen. He refuses to listen and I seem to be the one he is directing all of his anger to.

His mother is not very active in his life and lives 1200 miles away. He is very strange in many of his behaviors such as lack of any interest in extra curricular activites, he is super paranoid that everyone is out to get him in his school, and does things that are very obvious for negative attention. I have showed him much love and attention and so has his father. My son and husband have a wonderful relationship. My stepson has become very mean to me when his father is not home, not physical, just impossible to conversate with and I can forget asking him to do a chore. My husband has started siding with my stepson. My husband now gets onto me in front of the stpeson if I discipline him at all. He will say OK, thats enough and ask to speak with me in another room. My stepson sees all of this. He says I am out of line.This started out slow and now it's all of the time. He is now inconsistent with his punishment of my stepson and always tells me that these broken rules are small and that I should just chill out and stop picking on him. I dont feel like failing class is small, or going to bed at 3 am is small. The list goes on and on. We have him, my stepson, in therpy for the paranoid issues and not having friends or ever wanting to leave the house unless with us. Nothing is improving. He is a handsome boy, and has a good heart, but doesn't like me unless I'm just a friend.
