Nearly full pay for half-done repair?

The company estimated $3800 for 1) repointing the house, 2) breaking down and relaying several courses at the chimney crown, and 3) replacing the cement cap. Then they found the cap was okay, did not remove (or relay) the crown bricks, but did repoint the house and the chimney crown. Now they offer $600 off for not replacing the cement cap. We have no itemization, but by our estimate, the chimney work two stories up was easily half the cost--the most difficult part.

If we are paying for it anyway, won't a new cap last much longer than the life left in the old cap? So should we have them re-lay the crown bricks and pour a new cap? Or, should we just offer them half and see what they say? Another option?
