pedestal table--top size to base size?

Since y'all seem to know every formula/rule there is, I'm hoping someone can answer this one: I'm planning to do a cast stone pedestal with a glass top for the dining area in my kitchen, but I can't find any authoritative answer on how large the pedestal needs to be relative to the diameter of the glass for it to be stable.

The pedestal maker says that if the top diameter isn't more than 3x the base diameter, it's okay as long as the base can bear the weight of the glass, but I've seen much smaller numbers other places. But Ballard Designs shows some of their pedestals with an even greater discrepancy in the measurements, so I'm quite confused.

The pedestal I'm interested in is 17" square. Do you think that a 38" top would be stable on that, assuming the weight of the glass is within what the base can bear?
