Plaster repair

The details are a bit lengthy, but may be important in solving the problem. House built 1945, plaster on the "rock lath" panels, not wood strips. Problem in bath ceiling. Blown cellulose insulation over the ceiling. Finish plaster is pure white, about 1/16" thick, sometimes a bit more. Under that is what looks like Portland cement mixed with coarse sand, no striation or scratch marks in that layer. Area about 2 square feet, the white has come loose- not a bit of it clinging to the layer underneath. The cement layer looks as clean and fresh as the day it was done. The problem is definitely not from a roof leak. Bathroom humidity might be a factor, but the plaster is not fuzzy nor crumbling. Of course, I can use drywall joint compound to patch it. Or I can install a layer of drywall over the ceiling and finish that in the usual way. Any better suggestions?
