Older homes have lots of charm, except for the basement, crawl space, or dungeon as some call it. Spam, spam, & spam.
Without proper soil analysis and design (geotechnical engineer) it is very easy to compromise the foundation.

Vented crawlspaces are full of problems--particularly moisture and animal and insect pests and HVAC losses. So unless you're required to have a crawl, as in flood zones, it's wiser to condition the space. Dehumidifying a vented crawl is pointless. Fibrous insulation should not be used in moisture sensitive areas. Instead a foam insulation should be used, either boards or spray. Further insulation on the floor (see linked diagrams) would be desirable, but not necessary. (Of course, the last Cabin in the Woods I saw had bigger problems below.) Are you sure the sump is working properly? We went into the basement one day to discover 2 inches of water- the float on the sump had stuck. I simply jiggled the PVC pipe on the sump and it immediately started to run and pump out the water. We replaced that pump with 2 others that were piggybacked into the sump hole - one at the bottom and the other about 6 inches higher. If one fails then the other can kick in. We also installed a marine batter back up in case we lose electricity.

You need to look at regrading the yard so that water flows away from the house. Also look into gutters and downspouts and make sure they are channeling water away from the house. Then look at doing a perimeter french drain around the exterior footings of the home with a sump pump. Once you get the excess water managed, then it's time to repair what it's damaged. And NO, you do not want to encase rotten wood in foam. Call in a structural engineer to propose the correct fix to your issues and then get some quotes from some contractors to implement it. You also need to get in a landscape contractor to take care of the grading and exterior project.

Costs are locale specific. Expect Several hundred thousand in an urban area, and be pleasantly surprised if it is less. You will end up reduced space in the basement for the cheaper route, as you can’t disturb the foundation. Or you lift it up, disconnect all the services, and remove it from the foundation, and then create a new foundation. The whole thing is risky and expensive.

I've helped dig out 2 different crawl spaces. On one there was a small window in the crawl space. We rented a conveyor that would fit through the window and just began shoveling sand on the belt which emptied into pick up trucks. The second one was done over two months by a group of people and all of the sand was taken out bucket by bucket through an opening in the floor under the kitchen sink.
In both cases we dug within 3 feet of the original foundation and put up a wall at that point and then capped the soil above that to the original foundation. When it wa done it looked like a concrete shelf. Thus, we never got near the original foundation and so didn't have to deal with engineering and such.
