Cleaning drywall taped joint

I have an external deck that needs to be re-painted. It has a drywall ceiling. Before painting I need to fix some cracked joint seams. My question is when should I wash the ceiling of the deck? Can I do it after the joints are taped mudded and sanded or should the deck be washed first?

What is typically used to wash the surface to prep for painting? I'm not sure if I should use soap and water because I fear the soap may leave a film on the surface that may prevent the paint from sticking.
